The Legislature of the State of Nebraska has in Sections 31-1001 to 31-1022, R.R.S. 1943 assigned the responsibility to local governmental units to adopt floodplain management regulations designed to protect the public health, safety and general welfare. Therefore, the Kearney County Board of Commissioners resolved to become part of the National Flood Insurance Program July 7, 1999 and adopted a Flood Hazard Boundary Map/Flood Insurance Rate Map date January 16, 2004.
No person, firm or corporation shall initiate any floodplain development or substantial improvement or cause the same to be done without first obtaining a separate permit for development as defined in this resolution.
